(2) Eligible health center In this subsection, the term “eligible health center” means an entity that— (A) is a health center as defined under subsection (a); (B) provides health care services for clients for whom English is a second language; and (C) has exceptional needs with respect to linguistic access or faces exceptional challenges with respect to linguistic access.
